The selected applicant be working on the Enforcement and Compliance History Online (ECHO) project as a key team member. ECHO is an integrated data warehouse and public access portal (echo.epa.gov) that supports transparency and targeting for the enforcement program. It has 75+ interfaces, 20+ data sources, and many reports. It is widely used by government and public users. We are seeking a collaborative, organized individual with an ability to contribute to our ECHO technical team. EPA will train the successful applicant on EPA data systems and information content. The job will require supporting the security and privacy protections needed to bring new data into ECHO, and implement of new e-reporting initiatives, in conjunction with technical staff and programmers. The successful applicant will be a part of a motivated and creative team that develops customer-focused and data-driven approaches to identify key environmental problems.

MAJOR DUTIES: The Data Systems and Information Management Branch (DSIMB) in OECA’s Office of Compliance (OC) is looking for support in managing a $28M annual budget used to develop and maintain OECA data systems, including the Integrated Compliance an Information System (ICIS) and associated electronic reporting tools. The candidate will support information technology work of the Branch and will ensure that annual budget formulation continues strategically throughout the year. It is critical that there is no break in service that would hinder data flow at any point. The purpose of this position is to serve as a budget analyst performing day-to-day control and management involving the formulation, execution, and/or analysis of the Data Systems and Information Management Branch’s (DSIMB) budget and funding requirements. The position: Analyzes budgetary trends, changes, and relationships, and recommends budgetary actions when necessary to ensure program obligations are met. Prepares annual and multi-year budgets for assigned organizations including reviewing, editing, and consolidating budget estimates; preparing detailed narrative justifications; and verifying validity of budgetary data. Monitors the execution of annual and multi-year budgets within an assigned organization with various sources and types of funding. Provides guidance concerning the legal and regulatory aspects of acquiring funds and the use of funds for program and administrative purposes. Performs duties specific to the following financial management processes: budgeting, disbursing, accounting of government funds, payment for commercial vendor services, protecting funds from fraud, waste and abuse, conduct manpower assessments, analyze contract tasks and priorities to ensure proper financial resources are available to accomplish the mission and internal control.

The position is located at the U.S. Environmental Protection Agency's National Vehicle and Fuel Emissions Laboratory (NVFEL, https://www.epa.gov/vehicle-and-fuel-emissions-testing) in Ann Arbor, Michigan. NVFEL is a state-of-the-art test facility that provides dynamometer and analytical testing for EPA's motor vehicle, heavy-duty vehicle and engine, and non-road vehicle and engine programs. The Greenhouse Gas Reporting Branch is responsible for the development, refinement, and implementation of regulations and rules under the Part 98 of the GHG Reporting Program (GHGRP); assessment and development of facility-level greenhouse gas calculation methodologies; responding to industry petitions; development, maintenance, and operation of the data system for reporting greenhouse gas emissions; verification of GHG emissions data, including centralized, automated, annual and site verification; training for affected industries, and development and operation of phone and internet-based customer service for reporters; development and refinement of web-based publication tools and other communication mechanisms for facility-level reporting of greenhouse gas emissions; manage the collection and protection of sensitive business information, including confidential business information; analyze facility-level GHG emissions; and respond to public queries, including inquiries from Congress.

In SPD, we phase out ozone-depleting substances (ODS) and phase down hydrofluorocarbons (HFCs) which are potent climate damaging gases. We accomplish this through domestic regulations under the Clean Air Act and the American Innovation and Manufacturing (AIM) Act, international engagement including under the Montreal Protocol on Substances that Deplete the Ozone Layer, and partnership programs. The chemicals we regulate are used in a variety of applications such as refrigeration, air conditioning, fire suppression, solvents, and aerosols. The Acquisition and Resources Management Staff (ARMS) is led by a Director who is also the Senior Budget Officer. ARMS develop and oversee the overall Office of Land and Emergency Management (OLEM) budget, as well as all acquisition areas (contracts, grants, interagency agreements, and conference spending). ARMS is the primary review point for the OLEM Senior Resource Official and supports the Assistant Administrator as the National Program Manager (NPM) for all programs within OLEM.
Represent EPA’s Inland Area Contingency Planning interests in the National Response Team sub-committees, support the Regional Manager level EPA Workgroup, lead the coordinated impacts to ACPs from the Facility Response Plan regulatory changes. Provide Project Management, Subject Matter Expertise to support the EPA national-level program, workgroup, inter and intra-agency coordination this position needs to ensure EPA is success in meeting our National Response System requirements for Inland ACPs, as well as Facility Response Plans (FRPs), and National Response Team requirements.
