Secret Clearance

Curriculum Description:

The CISA Contracting Office is responsible for procurement and administration of all non-classified contracts and agreements) for the Cybersecurity and Infrastructure Security Agency (CISA).  As a member of the team, you will work directly with and support pre and post award procurement functions for actions above and below the SAT, with an emphasis on identification of commercial solutions. This opportunity will be for a minimum of 60 days, maximum of 180 days, and will expose the selectee to a broad spectrum of activities associated with the support functions of the team.  This position provides the selectee with the opportunity to be exposed to a wide range of administrative and programmatic opportunities.

Assignments include:

  • Review requisition package for adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.

  • Prepare solicitation documents selecting appropriate clauses, ensuring clear and complete specifications, including packing and delivery requirements or other routine supplemental stipulation.

  • Develop solicitations and evaluate responses. Compile complete bidders' list from qualified applications, knowledge of suppliers, contacts with trade associations, Small Business Administration, or other sources.

  • Formulates negotiation objectives and negotiate contracts for hardware or services 

  • Perform cost analysis to assist with determining acceptability of technical proposals prior to conducting reward surveys for determining responsibility of prospective contractor.

  • Reviews solicitation and award packages for accuracy and completeness prior to submission for review. 

  • Use primarily firm fixed-price, time and materials, indefinite delivery, or similar contracts when historical and precedent data are available

  • Performs contract administration functions until final delivery and payments are completed and contracts are closed and retired. 

Required (MUST HAVE) Certification and Education:

·         DAWIA Contracting (Professional)/ FAC-C (Professional)

·         A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

·         Eligibility for a Non-Competitive Hiring Authority (VRA, Schedule A, VA Disability)

Bonus:

·         Agile Acquisition or DITAP certification

·         Cost and Price

·         Cyber/IT Contracting

·         Data Analytics/Literacy
