1. Conduct market research, develop and implement acquisition plans/strategies for moderately complex acquisitions, coordinating with the program office, and when necessary, senior contracting officers to clarify issues; Independently prepare noncomplex requests for proposals and, with assistance, complex requests for proposals. 2. Review proposals and draft moderately complex contractual documents, and with assistance, complex documents; Independently conduct research regarding contract type and clauses; Coordinate with the program office, senior contracting officers, and OGC for inclusion of special contract requirements. 3. Administer moderately complex contracts, including monitoring contractor performance in collaboration with contracting officer representatives; Independently prepare non-complex modifications, negotiate contract changes, and resolve routine and, with assistance, non-routine problems; Terminate and close out contracts
