The Acquisition and Resources Management Staff (ARMS) is led by a Director who is also the Senior Budget Officer. ARMS develop and oversee the overall Office of Land and Emergency Management (OLEM) budget, as well as all acquisition areas (contracts, grants, interagency agreements, and conference spending). ARMS is the primary review point for the OLEM Senior Resource Official and supports the Assistant Administrator as the National Program Manager (NPM) for all programs within OLEM.
Job description:
The incumbent has two primary responsibilities: 1) lead the development, execution, oversight and analysis of OLEM payroll resources and 2) transition formulation budget data into execution budget data, crossing functional areas and operating environments.Conducts daily analysis of payroll and other resource data from multiple systems. Identifies and rectifies issues (either directly or working with technically capable staff in other OLEM offices). Maintains a detailed understanding of complex agency payroll systems and requirements. Is conversant in operational, technical, and policy areas of the budget and how they relate or affect payroll.Briefs the SBO and the SRO on a regular basis and presents payroll data in a manner that allows for senior leadership decision-making. Presents options for leadership to consider as Recognized as the OLEM payroll expert and works with the Office of the Chief Financial Officer (Office of Budget, Office of the Comptroller, and the Office of Technology Solutions) and other payroll experts in other NPMs and regions to support technical, policy, or other actions. Represents OLEM on Agency level payroll workgroups and relays pertinent information to relevant OLEM management and programmatic staff.Analyzes the President's Budget, or other base budget, and transitions it into the enacted budget and operating plan via the current budget operating system. Works with both formulation and execution teams to ensure policy or procedural actions are captured, regional and headquarters distribution is appropriate, and ensures reconciliation is complete.Supporting both the formulation and execution teams, conducts complex resource analyses related to OLEM and national program level policies, strategies, and other major issues raised by external as well as internal audiences. Recommends appropriate courses of action and executes or oversees the execution of recommendations.
