This position is in an on-the-job training environment where the Hearing Examiner 1 intern will learn public sector labor relations law, administrative law, case management, and quasi-judicial adjudication processes. The intern will job shadow and conduct on-the-job training of a Hearing Examiner 1 position in the following areas at the DOLWD building on Eagle Street: • How to conduct quasi-judicial administrative hearings.• Legal research and specifically how to resolve legal questions by applying agency decisions and, when appropriate, NLRB decisions, rules, and guidelines.• Conducting elections, investigating unfair labor practices and other petitions that are filed with the Agency.• The tenets of neutrality, the role of mediation in resolving labor relations disputes, and methods of conciliation. Duties may also include providing a variety of services to customers, including providing information, and referrals to other divisions and departments.The training required may be modified depending on the availability of required classes and workshops.
Job description:
Hearing Examiner 1 Intern will assist the Alaska Labor Relations Agency in its mission to promote harmonious and cooperative relations in the public sector in Alaska by resolving disputes through a quasi-judicial adjudicative process. The intern will learn public sector labor relations, administrative law, petition and complaint intake and investigation processes, how to conduct an unfair labor practice investigation, how to make unit determinations and conduct a representation election, how to conduct an administrative hearing. The intern will provide support to the Agency as needed including by conducting legal research, assisting the public, writing decisions and briefs, other projects as needed.
Prerequisite: Graduated from law school and eligible to become licensed to practice law in Alaska or already licensed to practice law.
