The Analyst is responsible for the collection of data, conducting analysis, and reporting on program effectiveness and performance.Analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives. Analyzes and prepares program status reports for review at all levels. Interprets findings resulting from studies that are independently developed. Analyzes and evaluates bothlong and short‐range research and analyzes program activities. Conducts findings and analysis for complex issues and coordinates with other organizations, as needed, to appropriately address and resolve the issue.Advises management of unique conditions and issues which affect program activities and provides guidance on interpretation and implementation of new and revisedtechnical, regulatory, procedural, and operational developments. Completes analyses of data and identifies programmatically significant findings. Develops and updatesguidance. Serves as delegate or for his/her immediate supervisor when called upon to do so.Analyzes and prepares program status reports for review at all levels. Develops necessary responses and correspondence to internal and external stakeholderinquiries. Research, analyzes and prepares all necessary administrative materials, correspondence, and justifications detailing reasons for decisions. Maintains effectivecommunication with peers and management officials on appropriate procedures and status of projects and issues. Tact and diplomacy in dealing with the wide range ofcontacts and issues is required since priorities and issues do not always coincide.Maintains current knowledge and can complete the required work and respond to tasking from supervisor; Maintains program data and project files and relevant background documents.Deals with issues of both sensitive and of a high-profile nature while providing leadership analysis on the national or local impact of changes in process, protocol, or legal statues, which may impact or shape the future direction of the organization.Analyzes data and drafts reports relating to the status or progress towards program goals and objectives.Facilitates the development of recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components.Recommendations include development of new or modified work methods, procedural changes, systems variations, and acceptance of new technological developments. Formulates and recommends instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions.Serves as a mentor for operations, duties, technical skills, and effectiveness. Identifies opportunities for improvement for trainees and employees and provides trainingconsistent with identified needs.Coordinates, leads, and participates in discussions, trainings, meetings, conferences and conference calls with agency employees, administrators, senior subject matter, and technical personnel, to secure and provide information; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses ofactions; and mutually resolve problems. Develops, prepare, and facilitates meetings, and presentations of varying complexity to stakeholders. Develops, facilitates, andpresents a variety of materials such as presentations, training, reports, briefings, and analysis.Serves as an advisor and consultant to the supervisor and provides expert guidance and assistance in support of fact-based recommendations for actions when adjustmentsor a different course of action is needed. Recommendations often involve substantial agency resources or require extensive changes in established procedures. Analyze andevaluate (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. Provide authoritative technical advice and guidance to managers and other contacts on the use of evaluative methods. Advises on common program and/or administrative problems and issues. Contributes findings and recommendations to higher-level decisions on well-established projects orprograms.Prepares relevant reports, papers, talking points, briefing documents, supported by analytical reasoning, to senior level management when necessary to facilitateleadership decisions. Analyzes and prepares program status reports for internal and external use at all levels. Independently develops and implements new businessfunctions and processes that are both unique and complex due to the fact that variables are constantly changing. Work requires identifying requirements, originating newtechniques, establishing criteria, developing new data reporting requirements, and creating corresponding collection and reporting tools. Utilizes techniques and methods to collect, research, and analyze data on work operations and management problems.Uses project management skills to involve as much as possible, impacted stakeholders, process owners, to determine exact project or program status, comparing progress against milestones, schedules and objectives providing summaries verbally and in writing including findings and recommendations. Solicits and considers perspectives of all impacted other staff. Protects the privileged information to which she/he has accessto during official duties. Studies are often complicated by competing program goals and/or rapidly evolving business needs. Based on dynamic business needs orrequirements, adjust study approach, limitations and methodology. Document program inconsistencies and/or anomalies and prepare management reports andrecommendations to resolve issues.Prepare reports and maintain records of work accomplishments and administrativeinformation and coordinate the preparation, presentation and communication of work related information to the supervisor.Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, Administrations, and program offices. Performs other duties as assigned.
