Summary description:
Planners assist in the management of the growth planning and development review process for the city and county. Employees in this role will review submissions for completeness and consistency with local and state regulations, compile and analyze data, prepare graphic and narrative reports and documentation. Must be able to review subdivision and plat applications, interpret land use regulations, and provide technical information, and advice to the general public, elected officials, staff members and others. Incumbents will also provide input into regional, local, and neighborhood planning efforts. Maintain the highest levels of customer care while demonstrating a friendly and cooperative attitude.
Job description:
Submission Review and Plan Review• Conducts the review of development plans and is responsible for coordinating on a monthly basis with all project engineers and surveyors, city and county departments, developers, and other staff members involved in the subdivision review process.• Responsible for assuring development plans conform to all rules and regulations of the Tennessee Code Annotated, adopted County Subdivision Regulations and the local zoning ordinances.• Recommends development proposals for compliance with various departmental regulations and with principles and practices of effective planning and land use.• Responsible for preparing a monthly subdivision report including presentations and recommendations to the Regional Planning Commission.• Assists and answers questions regarding zoning, localized flood plains, and other information regarding subdivision plats.• Communicate complex data and graphics sets and draw reasonable conclusions and recommendations.• Update and write regulations to reflect changes in the design and construction of the built environment. Business Management• Attend and participate in weekly staff meetings to discuss current reviews with other planners and give and gain input needed.• Communicate effectively in written and spoken form, including preparing reports for technical or administrative purposes, as well as presenting to the public, board, commissions, and other organizations.• Update monthly and annual reports• Provide data and analyze datasets for documents produced. Technical Training & Expertise• Develop, execute, and manage a personal training plan once competency levels are established across all major functions of the CMCRPC.• Review progress with the Director weekly and reassess training needed.• Attend in-person or online training sessions that involve topics relevant to work.• Attends meetings, seminars and training sessions to remain knowledgeable and to promote improved job performance. Workforce Program / Apprenticeship1 – 5 years of related experience Bachelor's degree required. Master's degree preferred. Field of Study: City, Urban, or Regional Planning, Public Administration, Landscape Architecture, Civil Engineering, or related field. Memberships in the American Institute of Certified Planners (AICP)Urban Land Institute (ULI), and/or Congress for New Urbanism (CNU) are desired but not required. Geographic Information Systems (GIS) Preferred. Must have a working knowledge of land use planning and how policy and other decisions or laws affect it. Must be a proficient reader, writer, and researcher. Must be knowledgeable in understanding and preparing land development regulations. Must possess knowledge of the capabilities of Geographical Information Systems (GIS) as it relates to planning. Familiarity with topics such as Smart Growth, Suburban Retrofit, Sprawl Repair, and Form Based Codes a plus. Must be able to work in a modern office with modern practices, procedures, and equipment. Must deal tactfully with the public and co-workers to exercise good judgment in evaluating situations leading to decisions. Must be able to express ideas clearly, concisely, and convincingly.
