The Greenhouse Gas Reporting Branch is responsible for the development, refinement, and implementation of regulations and rules under the Part 98 of the GHG Reporting Program (GHGRP); assessment and development of facility-level greenhouse gas calculation methodologies; responding to industry petitions; development, maintenance, and operation of the data system for reporting greenhouse gas emissions; verification of GHG emissions data, including centralized, automated, annual and site verification; training for affected industries, and development and operation of phone and internet-based customer service for reporters; development and refinement of web-based publication tools and other communication mechanisms for facility-level reporting of greenhouse gas emissions; manage the collection and protection of sensitive business information, including confidential business information; analyze facility-level GHG emissions; and respond to public queries, including inquiries from Congress.
Job description:
Assists in the development and amendment of regulations, technical and policy analyses, tools, and documents to support GHGRP implementation. Provides technical input and direction for the reporting of sequestered CO2 as well as suppliers of CO2, as covered by EPA’s GHGRP. This position requires technical analyses of data submitted by companies sequestering CO2 underground (primarily into Class VI wells). The candidate should have technical education and/or experience analyzing the potential for geological formations to contain sequestered CO2. Knowledge of various CO2 sequestration technologies. Knowledge of surface and underground CO2 monitoring technologies. Tracks, analyses, and verifies CO2 sequestration data to assess data quality, interpret and explain trends, guide the development of data products to support technical and policy needs. Supports annual publication of the previous year’s GHG reported data. Supports the use of remote sensing and other observation & earth science related measurement technologies to estimate, verify and compile greenhouse gas emission estimates for policy and other purposes. Requires communication with stakeholders, including the public at large as well as EPA Offices and other Federal Agencies. Communicates complex policies, data, and technical analyses to a variety of technical and non-technical audiences. Develop a deep understanding of the requirements of the GHGRP, interact with reporting facilities and industry stakeholders to address technical questions about the requirements, work with stakeholders to adapt the requirements to site-specific circumstances, represent EPA at stakeholder conferences and trainings, and identify and resolve common issues through the development of technical guidance, regulations, and training. Prepare briefing materials, technical reports, correspondence, published documents, and other products for internal and external use.
