MAJOR DUTIES: The Data Systems and Information Management Branch (DSIMB) in OECA’s Office of Compliance (OC) is looking for support in managing a $28M annual budget used to develop and maintain OECA data systems, including the Integrated Compliance an Information System (ICIS) and associated electronic reporting tools. The candidate will support information technology work of the Branch and will ensure that annual budget formulation continues strategically throughout the year. It is critical that there is no break in service that would hinder data flow at any point. The purpose of this position is to serve as a budget analyst performing day-to-day control and management involving the formulation, execution, and/or analysis of the Data Systems and Information Management Branch’s (DSIMB) budget and funding requirements. The position: Analyzes budgetary trends, changes, and relationships, and recommends budgetary actions when necessary to ensure program obligations are met. Prepares annual and multi-year budgets for assigned organizations including reviewing, editing, and consolidating budget estimates; preparing detailed narrative justifications; and verifying validity of budgetary data. Monitors the execution of annual and multi-year budgets within an assigned organization with various sources and types of funding. Provides guidance concerning the legal and regulatory aspects of acquiring funds and the use of funds for program and administrative purposes. Performs duties specific to the following financial management processes: budgeting, disbursing, accounting of government funds, payment for commercial vendor services, protecting funds from fraud, waste and abuse, conduct manpower assessments, analyze contract tasks and priorities to ensure proper financial resources are available to accomplish the mission and internal control.
