Defense Health Agency (DHA) Facility O&M Site Safety & Quality Control ManagerThe Defense Health Agency (DHA) Facility Operations & Maintenance (O&M) Site Safety & Quality Control Manager is responsible for overseeing and administering the site safety, occupational health, and quality control programs in support of DHA facility operations and maintenance activities. This position ensures full compliance with contractual requirements, applicable federal regulations, safety standards, and quality assurance procedures related to facility O&M services.The selected individual will serve as the primary point of contact for the contractor’s safety and quality management programs and will ensure all work is performed in accordance with contract requirements, EM 385-1-1 standards, DHA policies, and approved Accident Prevention and Quality Control Plans.
Job description:
Site Safety & Health Officer (SSHO L2)Serve as the designated Level 2 Safety and Health Officer (L2 SSHO) for all O&M activities performed under the task order.Develop, implement, administer, and continuously improve the site Accident Prevention Plan (APP) and overall safety management program.Ensure compliance with TE-11, EM 385-1-1 Variance requirements, OSHA standards, and all applicable federal, state, local, and DHA safety regulations.Conduct hazard analyses, identify workplace risks, and develop effective hazard mitigation and control measures.Perform safety inspections, audits, and assessments of contractor and subcontractor activities.Investigate incidents, accidents, and near misses; prepare reports and recommend corrective actions.Coordinate and deliver safety training, toolbox talks, and remedial instruction as necessary.Maintain required safety documentation, certifications, training records, and compliance reporting.If not physically located on-site, designate and oversee a qualified Level 3 Site Safety and Health Officer (L3 SSHO) to serve as the on-site representative during normal duty hours.Ensure the L2 SSHO serves as the primary on-site point of contact for all aspects of the contractor’s safety management program.Quality Control Program ManagementServe as the designated Quality Control Manager (QCM) responsible for the implementation and administration of the contractor’s Quality Control Program (QCP).Establish and maintain an effective Quality Control Program that ensures all contract requirements are met as specified.Monitor contractor and subcontractor compliance with quality standards, procedures, and performance requirements.Conduct inspections, audits, and quality assessments across all work centers covered by the task order.Ensure deficiencies are identified, documented, corrected, and tracked to resolution.Provide remedial training and guidance to contractor personnel to improve quality performance and compliance.Coordinate with project leadership, government representatives, subcontractors, and site personnel to resolve quality-related issues.Maintain all quality control records, reports, and documentation required by the contract.Ensure continuous on-site quality oversight during normal duty hours or designate a qualified alternate.Minimum QualificationsRequired Certifications & TrainingCurrent OSHA 30-Hour Construction or General Industry Safety Training certification/card required.Demonstrated completion of a minimum of eight (8) hours of formal safety and health-related training annually for the past five (5) years.Required ExperienceMinimum five (5) years of continuous experience supervising or managing safety programs within general industry, construction, or facility O&M environments.Experience conducting hazard analyses and developing corrective controls and mitigation strategies.Experience implementing and administering Quality Control Programs for facility operations, maintenance, or construction contracts.Demonstrated knowledge of OSHA regulations, EM 385-1-1 requirements, and government contract compliance standards.Experience managing contractor and subcontractor compliance with safety and quality requirements.Preferred QualificationsExperience supporting Department of Defense (DoD), Defense Health Agency (DHA), USACE, or other federal facility contracts.Experience working in healthcare, medical treatment facilities, or mission-critical environments.Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or similar certification preferred.Quality management certifications or training preferred.Knowledge, Skills, and AbilitiesStrong knowledge of occupational safety and health regulations and quality management principles.Ability to interpret and enforce contract requirements, technical specifications, and regulatory guidance.Excellent leadership, organizational, communication, and problem-solving skills.Ability to conduct inspections, audits, investigations, and corrective action tracking.Proficiency in preparing reports, maintaining records, and communicating with government stakeholders.Ability to work independently while managing multiple priorities in a fast-paced environment.Work ScheduleOn-site presence required during normal duty hours, currently Monday through Friday, 0730–1630.Occasional after-hours support may be required based on operational needs.Physical RequirementsAbility to access construction, maintenance, and mechanical areas.Ability to walk, stand, climb ladders, and inspect active work sites for extended periods.Ability to wear required personal protective equipment (PPE).Security RequirementsAbility to obtain and maintain applicable government security and installation access requirements as required by the contract.
