The WARCOM N887-PA SkillBridge Intern will leverage their Technical Surveillance Operator (TSO) experience as a Subject Matter Expert (SME) to assist in the acquisition of innovative next generation technologies for SOF while in direct support to the Naval Special Warfare Command N8, N88, N887, and the C5ISRT RO staff. During the Skillbridge training period, the TSO experienced SkillBridge Intern will be mentored onsite and in parallel complete online coursework to gain knowledge to assist the Requirements Officer (RO) staff in the planning, programming, and execution of resources to fulfill WARCOM’s acquisition and requirements strategy. This SkillBridge plan will accelerate the SkillBridge Intern’s ability to seamlessly transition into the OWT Global C5ISRT Program Analyst position at NSWC and provide foundational knowledge, skills, and abilities to perform as a technical advisor in the evaluation of requirements, related documentation, and the analysis and advisement on current CONOPS, tactics, techniques, and procedures relevant to WARCOM’s acquisition strategy of C5ISRT capabilities.

WARCOM N8 (Gov sponsored training performance location) Responsibilities:a. Assign an N887 civilian Requirements Officer (RO) mentor for the servicemember (referred to here as intern), for the duration of the Skillbridge period. The mentor is responsible for providing guidance on onboarding, advisement on required training and training-related tasks, be a resource of information for the intern, and to provide periodic feedback regarding training progression and overall JQR performance.b. Provide workspace and workplace admin materials sufficient to conduct training and training-related tasks.c. Assist in maintaining IT services and hardware unless IT services and hardware remain available to the intern from their parent command.d. Assist with “work-life balance” via the assigned mentor, to ensure training and training-related tasks remain on track to completion while accommodating home/life related needs.OWT Global Responsibilities:a. Communicate with the intern on an established drumbeat.b. Educate the intern on policies, organization, and intern roles and responsibilities pertaining to OWT and SkillBridge as necessary.c. Communicate with the assigned WARCOM N887 mentor regarding intern status, learning progression, and qualification completion as necessary per OWT and SkillBridge policy.d. Ensure intern adherence to SkillBridge and OWT policy as required.e. Administratively prepare the intern for post-SkillBridge employment.Intern Responsibilities:a. The intern will:- Arrive at the assigned training location ready to train NLT established arrival time per N8 expectation of the routine business day (see 3.a below). If telework training, establish network connection for IT systems and communicate with N887 personnel or mentor NLT the start of the routine business day. - Communicate with the assigned mentor daily, if not more frequently. Relay any concerns as they are known, especially regarding parent command, personal, or professional issues that may prevent or inhibit training.- An N8 intern is part of the N8 TEAM. Be a teammate.- Ask questions. Take notes. Learn. Retain. Demonstrate.WARCOM N8 Expected Routine:a. 40-hour week, 0800 – 1600 daily with options to accommodate “work-life balance” needs of the intern as necessary for a cumulative 8-hour training day.b. Telework up to two (2) days per training week, situationally dependent. c. Accommodations for time off per OWT and SkillBridge policy.Objectives, Instructional Model, Mentorship, QualificationThe SkillBridge training will consist of on-the-job training (OJT) consisting of completing a portion of a WARCOM N8 Job Qualification Requirements (JQR) maintained at a classified level coupled with OWT Global mentorship, onsite WARCOM mentorship (section 1.), and online coursework (section 2.) to prepare the SkillBridge intern for post SkillBridge employment as a C5ISRT Program Analyst Level III with OWT Global and continued growth at Naval Special Warfare Command N887 as a Program Analyst.WARCOM N8 Required Training and Mentorship:a. The entirety of the JQR is maintained by N8 at a classified level.b. The intern will train towards completing a portion of the WARCOM N8 Job Qualification Requirements (JQR). Throughout the SkillBridge period the intern will be mentored toward, and expected to complete a reasonable but challenging portion of this qualification but will not be expected to fully complete the JQR.Note: The successful completion of the entire JQR will take anywhere from 9-12 months depending on availability of DAU courses and intern’s pace of OJT task completion. In anticipation of post-SkillBridge employment in the Acquisition Programs field with WARCOM N887, the completion of a portion of the JQR and familiarization with the remainder of the incomplete qualification will accelerate the new hire onboarding and qualification process.c. During onboarding, the intern and mentor will agree upon and establish a completion goal for the SkillBridge period balanced with scheduled events and expected time away from the training location for professional development and personal matters. d. Performance feedback to the intern during the SkillBridge period will be based on accomplishment towards the agreed upon completion goal and associated points-based system (e.g. 1 pt per course completed of the total courses agreed upon), and demonstration of the below additional training requirements. e. The JQR covers many aspects of the N8 policies, practices, and procedures applicable to the RO and analyst/SME. A thorough understanding of the JQR fundamentals is necessary for successful conduct of work in the Requirements, Resourcing, and Acquisitions field within NSW, SOCOM, and the DOD. As such, completion of the extensive N8 JQR is required of all acquisition workforce employees (Requirements Officers and Programs Analysts/SMEs alike) to be considered qualified in the field. f. The JQR includes a series of:i. Defense Acquisition University (DAU) online courses (WARCOM sponsored) and ii. In-person (non-classroom or instructor led) On-the- Job-Training (OJT) tasks. g. The intern will train to a demonstrable working knowledge in the generation of, approval process for, and the quality review of NSW, AT&L, and SOCOM required documents, including CONOPS, Operational Mode Summaries, Mission Profiles, J8 and AT&L Operational Test related documentation, and in the purpose and use-case of various N8 and acquisition programs related memos.h.The intern will be required to remain relevant in their area of technical expertise, as well as in the specific technology areas supported in the WARCOM N887 portfolio of programs. Time away from the training site will be offered by WARCOM with OWT approval to meet with end-users, gather and thoroughly understand requirements and capability gaps derived from operational and training related scenarios and user experience, as well as to attend expertise related certification and refresher courses. Opportunities to attend New Equipment Training (NET) sessions will be offered to the intern but will be situationally dependent and only offered when unfilled seats are available on a not-to-interfere with operational needs basis.i. To assist in completing various tasks from the JQR, and to become familiar with the duties and responsibilities associated with N8 RO’s and Analyst/SMEs, the intern will attend events and meetings with the RO to the maximum extent possible.2. Online Courses:Relevant DAU and NKO courses provided is not an all-inclusive list. Below is a list of coursework with course #, description, approximate minimum completion time not including exam:a. NKO i. NM-UAC-12-1.0, Prevention of Unauthorized Commitments – 2 hoursb. *DAU i. RQM 1010 Introduction to JCIDS – 16 hoursii. ACQ 1010 Fundamentals of Systems Acquisition Management – 16 hoursiii. RQM 1101 Core Concepts for Requirements Management – 16 hoursc. Additional knowledge enhancing DAU courses which may be completed by the intern, pending completion progress of the above may include:i. RQM 2500 Capabilities Based Assessments -10 hoursii. RQM 1510 Analysis of Alternatives – 6 hoursiii. ACQ 0030 Overview of Acquisition Ethics – 6 hoursiv. CON 0040 Market Research – 6 hoursv. Others as deemed applicable or necessary by the assigned Mentor*For courses completed, DAU offers Continuing Education Units (CEU) and Continuous Learning Points (CLP), Reservist Retirement Points, and credit hour(s) eligibility with DAU partnered/accredited Colleges and Universities toward the Government Acquisitions or related degree path. Training Outcomes:At completion of the SkillBridge period the intern will be able to demonstrate an understanding of:1. Acquisition, fielding, and sustainment of systems within SOCOM AT&L and NSW;2. Program Objective Memorandum (POM) processes and NSW/SOCOM milestones;3. System program development and operational testing procedures required to reach fielding approval;4. The role and scope of acquisition programs and their impact to the warfighting readiness of the DOD, SOCOM, and NSW;5. The roles, responsibilities, and obligations of the RO in NSW, SOCOM, and the DOD;6. The role of the Acquisition Programs Analyst/SME in support of the RO(s) and acquisition programs in NSW N8, and the Analyst/SME impact to NSW and other SOF forces and the DOD;7. WARCOM N8 obligations and responsibilities to the NSW force, SOCOM, the DOD, POTUS, Congress, and the citizens of the United States.This comprehensive plan ensures that the intern receives a well-rounded learning experience, gradually progressing from foundational knowledge to advanced skills development and specialization. It additionally provides ample opportunities for hands-on experience, mentorship, and feedback, contributing to the intern's professional growth and development.As the internship ends, the intern will participate in an exit interview to provide feedback on the internship program. They will also receive feedback on their performance and contributions throughout the internship from NSWC and OWT Global, along with guidance in preparation for and towards success in their future career endeavors.
