This 17-week SkillBridge training plan has been developed to provide the program participantwith valuable work experience and on the job training to better prepare them with the skillsnecessary to fill the role of an Air Force Civil Service Community Planner. Job description:
Position is responsible for performing comprehensiveinstallation planning functions. Prepares and maintains the Installation Development Plan (IDP)and other comprehensive planning studies used as the basis for installation planning, land usedevelopment, and installation investment decisions to guide development of land resources,facilities, and services. Develops a regional and local vicinity perspective of conditions off theinstallation which could affect installation operations to ensure compatible planning between onand off installation facility and infrastructure development and land use. Collects data fromfederal, state, county, and local government and nongovernment agencies on socioeconomicconditions, population projects, demographic patterns, community land use or other data helpfulto the planning process to evaluate factors which affect the physical development, maintenance,and management of installation infrastructure assets. Plans, programs, budgets, and executesrequired projects in support of assigned programs.
An Air Force Civil Service Community Planner position has six Knowledge, Skill, andAbility (KSA) areas that are evaluated when considering a candidate. The training program hasbeen developed to align with these job competencies to ensure it increases the participantspreparedness to compete for a future position.a. Community Planner knowledge, skills, and abilities include the following:(1) Professional knowledge of community planning concepts, principles, theories,regulations, and methods necessary to identify and inform investment strategies for the repair,maintenance, sustainment, and development of installation facilities and infrastructure.2(2) Knowledge to gather, assemble, and analyze facts; draw conclusions; devise solutionsto complex planning problems that require interpretation or extension of policy guides andsubstantial modification of techniques and procedures.(3) Knowledge of automated tools, systems, and programs such as SMS Builder, CPP,CADD, GIS, project tracking, and other software programs.(4) Skill in communicating orally and in writing with clarity, conciseness, andpersuasiveness and the ability to relate the effect of community planning decisions on themission and goals of an installation.(5) Ability to organize, divide, and distribute portions of work to other professional andexpert personnel in order to complete large and complex planning projects and resolve complexplanning issues.(6) Ability to plan, budget, and execute required projects in support of program assetmanagement activities based on relative priorities and available funds.
