Summary description:

This position is assigned to the Cyber Operations Field Office, with dual-location opportunities at either Joint Base Anacostia-Bolling (JBAB) in Washington, D.C., or Naval Station San Diego, California. This office falls under the Operational Technology and Cyber Innovation Directorate (OTCI), Naval Criminal Investigative Service (NCIS). NCIS is a second echelon command assigned the mission of fulfilling the investigative, counterintelligence, counterterrorism, cyber, and physical security responsibilities of the Department of the Navy (DON). NCIS consists of a headquarters, Field Offices, and over 140 field components worldwide. NCIS is made up of over 2000 professional, technical, and support personnel. OTCI employs a wide array of offensive and defensive capabilities to detect, deter, and neutralize intelligence, terrorism, and cyber threats against U.S. Navy and Marine Corps forces worldwide. This position is responsible for assisting in criminal or national security investigations requiring computer forensics analysis, including imaging and processing of digital media, locating and identifying digital evidence, and generating reports of findings that help to resolve threats posed against DON/NCIS networks infrastructure, personnel and technology with emphasis on threats to law enforcement (LE) and counterintelligence (CI) processes and procedures.

Job description:

NTRODUCTIONWithin the Department of the Navy (DON), the Naval Criminal Investigative Service (NCIS) isthe civilian Federal law enforcement agency uniquely responsible for investigating felony crime,preventing terrorism, and protecting secrets for the Navy and Marine Corps. NCIS defeats threatsfrom across the foreign intelligence, terrorist, and criminal spectrum by conducting operationsand investigations ashore, afloat, and in cyberspace, to protect and preserve the superiority of the DON warfighter. NCIS relies on a highly skilled, diverse, and agile professional workforce tonavigate a rapidly evolving threat landscape. Each of our positions—from Special Agents tointelligence analysts to human resources and beyond—play a critical role in executing the NCISMission.MAJOR DUTIESServes as a Digital Forensic Examiner (DFE) and is responsible for assisting in criminal ornational security investigations requiring computer forensics analysis, including imaging andprocessing digital media, and locating and identifying digital evidence.Specific TasksDoD Cybersecurity Workforce (CSWF): Digital ForensicsSpecialty Area: 211 Forensics Analyst, as defined by the NIST NICE Framework.The tasks that the incumbent will perform as part of their job duties include the following and areperformed 100% of the time:• Use specialized equipment and techniques to catalog, document, extract, collect, package,and preserve digital evidence• Document original condition of digital and/or associated evidence (e.g., via digitalphotographs, written reports, etc.)• Ensure chain of custody is followed for all digital media acquired in accordance with theFederal Rules of evidence.• Prepare digital media for imaging by ensuring data integrity (e.g., write blockers inaccordance with standard operating procedures).• Create a forensically sound duplicate of the evidence that ensures the original evidence isnot modified, to use for data recovery and analysis processes. This includes, but notlimited to, hard drives, discs, mobile/smart phones, tablets, memory media, as well as allmedia tape formats.• Review forensic images and other digital data sources for recovery of potentially relevantinformation.• Perform timeline analysis and provide technical summary of findings in accordance withestablished reporting procedures.• Provide consultation to investigators and prosecuting attorneys regarding the findings ofcomputer examinations.• Provide testimony related to computer examinations.Perform other duties as assigned.

This position is limited to transitioning services members with a military occupational specialty, rate, or specialty code pertaining to cyber operations and who possess an active TS/SCI clearance and are able to participate at the CBFO location in Washington, DC or San Diego, CA.
