This position is within the Technical Services Field Office located in Quantico, VA. This office falls under the Operational Technology and Cyber Innovation Directorate (OTCI), Naval Criminal Investigative Service (NCIS). NCIS is a second echelon command assigned the mission of fulfilling the investigative, counterintelligence, counterterrorism, cyber, and physical security responsibilities of the Department of the Navy (DON). NCIS consists of a headquarters, field offices, and over 140 field components worldwide. NCIS is made up of over 2000 professional, technical, and support personnel. OTCI employs a wide array of offensive and defensive capabilities to detect, deter, and neutralize intelligence, terrorism, and cyber threats against U.S. Navy and Marine Corps forces worldwide. This position is responsible for the execution of Identity Activities operational support.
INTRODUCTIONNaval Criminal Investigative Service (NCIS) is a Federal law enforcement organization with aworldwide presence that protects and serves the Department of the Navy (DON) in executing itsmission to investigate and defeat criminal, terrorist, and foreign intelligence threats to the United States Navy and Marine Corps, wherever they operate: ashore, afloat, or in cyberspace.Every day, Special Agents, civilian professionals, and military members carry out the work ofNCIS on behalf of the DON from Headquarters and field offices and individual locations around the globe to prevent terrorism, protect secrets, and reduce crime.This position is that of an Identity Activities Specialist assigned to Global Operations,Technical Services Field Office (TSFO). The incumbent is responsible for providing subjectmatter expertise (SME) in the field of identity intelligence (I2), biometrics equipment,I2/biometrics training, operational support, and engagement with NCIS Field Offices, US andforeign government law enforcement and intelligence community partners, and militarycombatant commands. Identity Activities includes support to Force Protection, Counter-Terrorism, and Counter-Intelligence missions with the DON.MAJOR DUTIES AND RESPONSIBILITIESProvides detailed operational and analytical support to field activities by assisting withdevelopment of identity activities operations, biometric equipment and identity intelligencetraining, and identity intelligence analysis in order to support both NCIS and DON Counter-Intelligence, Counter-Terrorism, Force Protection, and Source Operations around the globe.Identity Activity Operations (80%)Provides subject matter expertise on a variety of identity activity operations.Provides SME level expertise on-site, worldwide, to execute and maintain field office identity activity operations. Utilizes identity activities subject matter expertise to ensure non-standard biometric data obtained from field elements is processed, submitted, and ingested into US government authoritative biometrics databases. Utilizes NCIS internal and external intelligence community databases to assess NCIS field office investigations and operations to identify gaps in identity activity operations and opportunities. Asnecessary, develops operational planning documentation in coordination with NCIS fieldoffice personnel to initiate identity activity operations.Coordinates and liaises with DON, Department of Defense (DoD), US government inter-agencyand foreign government biometrics organizations to develop and/or revise business rules for NCIS biometric data collected in support of identity activity operations. Engages with USgovernment and international biometrics community by attending meetings, symposiums, and trainings to ensure NCIS remains at the cutting edge of biometrics and identity activities capabilities. Independently coordinates, collaborates, and briefs NCIS leadership, representatives from other US law enforcement and intelligence community partners, military combatant commands, and foreign law enforcement/intelligence community partners. Presents written products and briefings to executive level audiences and leaders related to NCIS identity intelligence analysis.Designs, develops, and delivers customized identity activity training to NCIS, DON, and other MCIO personnel in schoolhouse and operational environments.Conducts research, development, testing, evaluation, maintenance, administration,acquisition, and delivery of biometrics equipment and technical solutions to support DONidentity activities operational requirements.Identity Intelligence Analysis (20%)Utilizes identity intelligence research and analysis expertise to facilitate NCIS BiometricallyEnabled Watch List nominations to support DON identity activity operations. Assesses data froma variety of law enforcement, intelligence, government and commercial databases and prepares identity activities reports from the information found to assist in the counterintelligence, counter terrorism investigation, criminal, and force protection investigations/operations. Conducts research and analysis to independently respond to Requests for Information (RFI) from NCIS field personnel. Utilizes subject matter expertise of the traditional intelligence cycle to support identity activities and identity intelligence analysis processes, including independently monitoring intelligence message traffic, creating intelligence report evaluations, and generating source directed requirements.Performs other duties as assigned.
