Summary description:
Serve on a Judicial Tribunal of Record providing governance, compliance, and adjudicative oversight for municipal vendor participation, beginning with City & County of San Francisco procurement. Participants will help prepare, certify, and steward bid documentation and vendor-of-record standing for complex public infrastructure environments, including aviation-grade facilities. This role operates at the governance layer. This SkillBridge position supports the deployment of a federal wellness coach apprenticeship program, using airports as the primary operational environment for scalable, public-facing wellness infrastructure. Participants will operate within a judicial and economic governance framework that prepares, certifies, and oversees wellness coach programs deployed in high-throughput transportation hubs, beginning with a traveler retreat reference model aligned to the Harvey Milk Terminal in SFO. The objective is to create a replicable national deployment model for wellness coach infrastructure that can be responsibly expanded across additional airports and jurisdictions.
Job description:
Participants will train and operate within a judicial economic governance framework to: • Prepare and govern bid documentation (RFQs/RFPs/RFIs, compliance affidavits, technical narratives) • Maintain vendor eligibility and standing with municipal procurement offices • Apply procurement law and policy to ensure submissions are lawful, complete, and competitive • Manage Records of Decision (RoD) and institutional documentation • Conduct compliance reviews and corrective actions throughout the contract lifecycle • Translate city priorities (workforce, equity, infrastructure resilience) into compliant bid structures • Coordinate across jurisdictions (municipal, state, tribal interfaces) through process.Reference environments include aviation-grade municipal facilities (e.g., standards consistent with SFO-class operations).
This SkillBridge program is anchored to a primary reference environment used for training and governance development. The program supports a replicable deployment model intended for future expansion across additional airport and municipal locations. Participants may support documentation and governance activities related to multiple prospective sites; however, training is coordinated through a single primary location.
