Facility Security Officer (FSO) & National Security ManagerWidelity is seeking an experienced security professional to join us as the Facility Security Officer (FSO) and a member of the national security team at our innovative technology company. The FSO responsibilities will include but are not limited to:● Oversee daily security operations and Intelligence Community Directive (ICDs) and NISP/NISPOM compliance for a secured facility.● Establish and uphold compliance to Department of Defense (DoD) Manuals and Intelligence Community Directives (ICD), while fulfilling additional program-specific requirements in the national security business unit of the company.● Ensure compliance with security requirements and regulations, specifically the National Industrial Security Program (NISP), Federal Information Security Management Act (FISMA), or other industry-specific security standards.● Responsible for maintaining security program compliance to include managing facility profile, FCL Sponsorship packages and paperwork, and responding to FCL data requirements.● Maintain positive relationship with all relevant DoD and IC Agency Representative(s), DCSA Representative(s), prime contractor and subcontractor FSO's and CSSO's and other security professionals necessary to meet company goals and requirements.● Work with the Widelity leadership in establishing security policies, procedures, and guidelines that not only align with industry standards and regulatory requirements but aspire to be best practices in asset protection.● Conduct self-evaluations, rigor and readiness for audits carried out by the Department of Defense (DoD) and the Intelligence Community (IC).● Managing, interpreting, generating, updating and monitoring contractual DD254s.● Managing in-processing of new employees to include execution of SF 312 Non-Disclosure Agreements (NDA); Program Access Requests (PARs); Program Indoctrination Agreements (PIAs); and other vetting and review processes as needed.● Manage, maintain, and initiate personnel clearances and process visit access requests (VARs) in Defense Information System for Security (DISS) as well as all other applicable access documentation as needed.● Manage the process, execution, and procedures for tracking and conducting foreign travel briefings and debriefings.● Create and maintain a “best practice” program for document inventory and control, encompassing the management, shipment, and receipt of classified materials when appropriate.● Coordinate and liaise with government agencies or regulatory bodies to obtain and maintain necessary security clearances for the facility and personnel.● Continually strive to operate a robust all-encompassing security program that exceeds requirements and protects company and national security assets.● Manage intrusion detection and access control systems in accordance with DoD and UL 2050 standards including managing badges, access cards, and visit request.● Oversee any and all physical security measures, including access control systems, surveillance systems (CCTV), alarms, intrusion detection systems, perimeter security, visitor control and secure space(s).● Engage, evaluate and ensure the security practices of third-party vendors, teaming partners and contractors who have access to sensitive information.● Develop and maintain emergency response and contingency plans and tactics, training and procedures to address security threats, natural disasters, or other emergencies.● Identify security risks and vulnerabilities through regular assessments and take proactive measures to mitigate risks● Investigate, document, and report security violations.● Maintain comprehensive security documentation and accurate records throughout the security program● Provide security briefings and training to employees’ directors, partners and subcontractors on all appropriate security policies and procedures.Facility Security Officer (FSO) Required Skills:● Significant proficiency in utilizing US Government online systems, including the Defense Information System for Security (DISS), National Background Investigation Services (NBIS), Electronic Questionnaires for Investigations Processing (e-QIP), and National Industrial Security System (NISS).● Experience interfacing with DCSA and other government representatives.● Experience collaborating with federal or government agencies as well as defense contractors.● Working knowledge of the National Industrial Security Program (NISPOM) and Department of Defense regulations.● Strong organizational skills and experience with Microsoft Office (e.g., Word, Excel, PowerPoint, Outlook, etc.)● Professional demeanor, possesses strong interpersonal skills both oral and written, and excels in a multitasking, dynamic environment.● A strong sense of personal motivation and initiative to continuously acquire new skills and seamlessly adapt to a dynamic security landscape.● Experience in security facility management, encompassing all security disciplines, with a particular focus on physical, human and digital security.● Confidence to provide critical security recommendations● Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings as appropriate● Ability to develop and establish an effective security awareness, training, and education program.Facility Security Officer (FSO) Position Requirements● Active Secret Security Clearance with eligibility for TS/SCI.● Relevant education background with 4 plus years of related experience OR military experience 6 plus years.● Equivalent professional experience (at least 8 years) will be considered for talented candidates without a degree.● Experience in dealing with a comprehensive spectrum of security principles, concepts, practices, products, and services, along with expertise in assessing risk and vulnerability, implementing effective mitigation measures, and disseminating security procedures and processes.● Must have completed the CDSE FSO Program Management for Possessing Facilities IS030.CU Course and certification.● Strong and effective communicator● Unwavering commitment to asset protection and cybersecurityFacility Security Officer (FSO) Desired Qualities● Knowledge of DCSA Assessment and Authorization Process Manual (DAAPM).● Knowledge of Closed Area Standards and Intelligence Community Directive 705.● Knowledge of the NIST SP 800-53, NIST SP 800-57 and the NIST SP 800-171.● Knowledge of DoD Manuals 5200.01 volumes 1-4, 5205.07, ICD 705.● Experience with NISS, DISS, SWFT, ACCS, Access Commander, or other government applications.● Experience and comfortable with digital platforms● Personable, continuous learner who strives towards
