The Human Resource Specialist performs a wide range of human resources tasks for the Office of Workforce Relations (OWR). Human Resource Specialists average a Total Loss Rate (defined as any loss due to retirement, death, termination, voluntary separation, or transfer that removes the employee from the selected NCA facility) of 26% a year. SkillBridge can make a meaningful impact by allowing highly trained transitioning military members accustomed to learning critical and portable skillsets gain hands-on experience that can be leveraged as the members transition to the next phase of reintegration into civilian life.
Job description:
NCA will fully implement a VA SkillBridge program to train and hire transitioning Servicemembers for the position of Human Resource Specialist for OWR’s ERLR team.Priority Hiring Areas: The preferred skills for the OWR/ERLR Human Resource Specialist position are: • Analyze and report human resources data: Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action. Ability to generate reports that are timely, accurate, objective, and actionable. • Apply a wide range of human resource concepts and principles regarding:o Employee Relations: Knowledge of laws, rules, regulations, case law, principles, and practices related to employee conduct, investigations, and dispute resolution. Skilled in professionalism in the workplace and de-escalation techniques.o Labor Relations: Knowledge of and compliance to laws, rules, regulations, case law, principles, and best practices, such as due process, and preventing harmful procedural errors. • Customer service skills: Works and communicates with clients and customers on highly sensitive, litigious, and confidential information and investigations (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. Committed to quality services.• Oral and written communication skills: Expresses objective information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
