The People Operations Specialist runs the day-to-day people operations of Market/Dean (MKD) — recruiting, onboarding, offboarding, employment compliance, employee/contractor point of contact, and foundational people policy development. Working within an 8(a) EDWOSB defense-focused marketing agency, the Specialist executes active recruiting cycles against open roles, manages onboarding for both 1099 contractors and W2 employees, maintains state-by-state employment compliance and federal contractor personnel compliance (I-9/E-Verify, background checks, CMMC personnel access, personnel security awareness training), drafts and stewards MKD's employee handbook and priority written policies, serves as the primary POC for benefits questions and performance management coordination, and helps run the bi-annual people survey in partnership with the Marketing Lead.

The role is people-forward and process-heavy — the Specialist learns talent acquisition, employment compliance, and HR operations within a working federal-contracting environment, operating on top of MKD's Rippling HRIS platform.

Experience navigating military personnel processes — in-processing, out-processing, PCS/orders, personnel record systems.Comfort handling sensitive or personally identifiable information with discretion.Strong written communication skills and ability to draft clear, structured documents.Comfort operating within defined compliance processes, checklists, and regulatory requirements.Working proficiency with Microsoft Office and/or Google Drive (Word/Docs, Excel/ Sheets) for documentation and tracking.Access to a personal laptop capable of running standard business software (MKD does not currently provide loaner equipment).No college degree or prior civilian HR experience required.Experience with structured counseling, evaluation, or one-on-one personnel conversations is a plus.
