This position provides training and hands-on experience in the core responsibilities of a GS-11/12 Project Engineer supporting military, civil works, and environmental construction projects. The role focuses on developing skills in construction management, quality assurance, field engineering, and safety leadership.

Construction Management (35%): • Perform construction management tasks in accordance with District Project Management Business Process (PMBP) and relevant policies for military, civil works, and environmental projects. • Assist in the preparation of Project Management Plans (PMP) and subsequent changes to the project's scope, schedule, and budget. • Gain experience in proper contract administration, including determining the need for and proposing contract modifications, preparing cost estimates, and participating in negotiations. • Review and monitor contractor’s construction progress, schedules, and requests for payment, making recommendations for approval based on progress and quality of work. • Communicate with contractors, customers, designers, and stakeholders on project-related matters, and participate in Pre-Construction and QC Coordination Meetings. • Execute responsibilities as a Contracting Officer's Representative (COR). Quality Assurance (30%): • Implement the government Quality Assurance (QA) program, including conducting QA/Quality Control (QC) coordination meetings and reviewing contractor QC plans. • Ascertain the effectiveness of the contractor's QC system by attending Preparatory, Initial, and Follow-Up inspections. • Review contractor submittals (e.g., shop drawings, samples, data) for compliance with contract documents. • Perform Biddability/Constructability/Operability/Environmental (BCOE) reviews of proposed construction documents and manage design submittals from design-build contractors. • Field Engineering (20%): • Apply general knowledge of construction practices to assess the quality of work, estimate work accomplished, and evaluate the safety status of the site. • Conduct investigations and site visits to develop solutions for problems related to design and differing site conditions. • Make immediate field decisions to clarify contract requirements and provide judgments on the quality of materials and construction methods, taking into account the impact and urgency of the situation. • Safety & Leadership (15%): • Ensure safe working conditions are maintained as required by the contract and resident office safety policy. • Maintain surveillance over construction operations and take appropriate action to correct potentially hazardous conditions. • Render instruction and advice to one or more lower-grade engineers or technicians in the execution of construction activities.
