The incumbent will serve and be trained to obtain and review all background investigations and administering the personal identity verification (PIV) request process for USDA MRP employee credentials under Homeland Security Presidential Directive 12 (HSPD-12).Will be trained to apply security policy, procedures, systems, and programs involving the loyalty and reliability of people.The incumbent will be trained to facilitate background investigations and security clearances on individuals for entry and retention in Low Risk, Public Trust and Classified National Security Information positions.Will be trained to provide authoritative information and assistance to organization officials by advising on personnel security policies; formulating and recommending personnel security investigative requirements.The incumbent will serve and be trained as a subject matter expert, and participate in developing internal guidelines, procedures, and other materials for use by operating officials; administering programs for continuous security evaluation of personnel and administering security awareness programs.Will be trained to facilitate NBIS's on-line electronic eAPP questionnaire for investigation processing for all designated Low Risk, Public Trust and Classified National Security Information positions.The incumbent will serve and be trained to initiate employees/applicants into DCSA's secure on-line portal for completion of the required electronic questionnaire, and to monitor, track, and review the requests submitted to ensure employees and/or applicants are complying with the specific time constraints allowed.Will be trained to reviews the eAPP questionnaires for completion, confirm the content and release the electronic form to DCSA for further investigation and processing.The incumbent will serve and be trained to ensure all supporting documents are processed accurately and meet specific time constraints.Will be trained to exercise review and approval authority for Low Risk, Public Trust and Classified National Security Information submissions and releases to DCSA for investigation.Will be trained to independently review and evaluate reports of investigation and other Personnel Security records.The incumbent will be trained by OPM's Suitably Executive Agency (SuitEA) to favorably adjudicate suitability for background investigations and PIV card issuance.Will be trained to reviews eAPP questionnaires, fingerprint special agreement checks, and OF-306 Declaration of Federal Employment forms for accuracy, completeness, and submission to DSCA for further investigation.The incumbent will serve and be trained to identify and notify employees who maintain a Classified National Security Information Clearance to contact the Agency Information Security Coordinator to arrange for a mandatory briefing upon their arrival and debriefing prior to their separation.The incumbent will be trained to identify and enroll employees into DCSA's Rap Back and Continuous Evaluation Programs.The incumbent will be trained by OPM's SuitEA to favorably adjudicate and mitigate vulnerabilities for Tier 1 investigations on employees serving in Low Risk positions.Will perform other Personnel Security duties as assigned.Adheres to Civil Rights policies, goals and objectives in performing the duties of this position.
