Job description:
The incumbent must have knowledge of human resources policies and procedures. The incumbent will analyze and evaluate the Human Resource (HR) and Human Capital (HC) related program in OEM and recommend methods for improving existing programs to OEM management. Additionally, the incumbent will: - Initiate hiring actions.- Develops reports to inform OEM management of the status of HR actions, FTE usage and organization staffing. Provides reports, as needed, necessary for the accurate tracking and reconciliation of OEM FTE usage. Evaluates charts, graphs, and reports in response to requests for special studies and projects, including those that are complex and sensitive in nature, as well as regularly scheduled reports that provide background and explanatory material. Does in-depth research into legal and regulatory (e.g., EEO, LER and union, reassignments, reorganizations, etc.) basis for these programs to properly advise OEM managers and staff. - Conducts OEM's workforce planning and development efforts by streamlining internal HR policies, procedures, guidance, and strategies for OLEM/OEM to improve effectiveness and efficiency of programs. Interprets and evaluates the policies, procedures, and guidance, and establishes revisions and adjustments within the Office's processes.

Knowledge of HR concepts, practices, laws, regulations, policies, and precedents sufficient to identify, analyze, evaluate, and recommend to management appropriate HR interventions to resolve HR problems and issues; techniques for evaluating new or modified HR work methods, approaches, or procedures for delivering effective human resource services to clients; consensus building, coalition building, and conflict resolution techniques sufficient to interact appropriately in highly charged emotional situations including but not limited to grievances, EEO, LER, and union issues.Skill required to plan, organize, and negotiate effectively with management officials to accept and implement recommendations where proposals involve substantial resources, sensitive/controversial issues, or require extensive changes in established procedure.
