The incumbent serves as the State Property Management Specialist responsible for providing direction and guidance to management for statewide compliance related to the programs of Space and Real Property, Personal Property, and Fleet Management. The incumbent participates in Bureau-wide projects and provides training in the aforementioned programs. The incumbent is responsible for monitoring and evaluating state and field operations to ensure compliance with Federal, Departmental and Bureau policies and procedures.
Job description:
Program Oversight and Evaluations Provides methods for integrating personal property, real property, space, and fleet management programs with other Bureau programs, and identifies, develops, and monitors program goals and needs. Provides district/field personnel with authoritative guidance, training, counseling, and other assistance to assure proper operation of support programs. Ensures effective implementation of Bureau wide procedures and systems to meet state needs. In the absence of Bureau-wide systems or procedures, develops state systems and general operating procedures. Conducts property management related trainings, as necessary. Functions as the State Program Leader for Property Management Technical Procedures Reviews (TPRs). Participates in state and HeadquartersTPRs as the state property expert. Space and Real Property Management Plans, initiates, implements, and monitors space and real property management throughout the state. Provides advice and assistance to the State Office and District/Field Offices regarding leased and non-leased space, building occupancy rules and procedures, leasing requirements, space planning and allocation, and serves as liaison between realty staff of BLM’s National Operations Center (NOC) and the State and District/Field offices. Conducts analyses, reviews, and studies as needed by the NOC and Headquarters, and represents the state at meetings relative to space, leasing, and/or construction issues. Serves as the point-of-contact for co-locators from other agencies who share space with BLM in the state. Analyzes, negotiates, and prepares Interagency Agreements (IA) and Reimbursable Work Authorizations (RWA) relative to co-located facilities to ensure that building partners’ concerns and financial responsibilities are met. Provides necessary justifications, measurements and standards for acquisition of space, and works with the State and District/Field Offices to develop space needs packages. On behalf of contracting officers, inspects facilities for compliance with maintenance and other lease requirements. Performs long-term studies of future space requirements based on projections in personnel strength and mission. Assists District/Field Offices in conducting space 2 studies/surveys to determine the adequacy of space, the need for special purpose space, to develop specifications and supporting documentation for lease agreements, to develop office layouts, and to ensure that space is used efficiently and economically. Develops estimates of costs for renovation or acquisition of space, and assists District/Field Offices in preparing cost estimate packages for new facilities. Serves as a contact for problems with building utilities and services. Works directly with building manager’s staff to resolve problems of needed repair, janitorial services, parking, heating, air conditioning, lighting, power, security, etc. Personal Property Management Provides statewide direction on planning, acquisition, management, inventory, utilization, and disposal of all personal property including computer equipment and information technology systems, office equipment, cadastral surveying equipment, global positioning systems, etc. Disseminates information on agency standards governing property management, and provides statewide coordination, compliance evaluation, and assistance to the field on proper methods for property accountability. Performs property reviews and oversees excess and personal property disposal. Ensures personal property accountability procedures are established and that accountability is maintained. Provides personal property training to Custodial Property Officers in District/Field Offices. Fleet Management Manages the statewide fleet management program which includes acquisition, replacement, and disposal of the state’s motor vehicle fleet which includes vehicles of all kinds including road graders, trucks, sedans, etc. Implements and maintains statewide fleet management policies and procedures, and provides direction to the field on fleet matters, e.g., determining the proper specifications for soliciting replacement motor vehicles. Establishes and directs a statewide fleet management program to increase vehicle utilization, extend vehicle life, and reduce fuel and maintenance costs. Provides technical guidance on vehicle equipment requirements to optimize the return on BLM’s vehicle/equipment investment. Recommends the selection of various types of construction, automotive, and other equipment. Coordinates energy conservation reporting with the NOC and implements energy conservation practices in the state. State Board of Survey Ensures a State Board of Survey is established for managing the Report of Survey process for loss, damage, or theft of government property. Provides the Board with guidance, interpretation, and insight, on sensitive matters such as determination of financial liability. Reviews Survey Board actions and determinations, and makes recommendations for technical adequacy and accuracy. Performs other related duties as assigned.
Located in Bureau of Land Management - Eastern States. U.S. Citizenship is required.
