Program & Administrative Leadership• Serves as a key member of the PPQ RMS team and authoritative representative for fleet management.• Supports HQ staff, field managers, in planning and executing operational strategies.• Works through established agency processes and collaborates with administrative specialists across PPQ, APHIS, and USDA.Analytical & Program Evaluation Responsibilities• Plans, conducts, and coordinates analytical studies to identify Fleet utilization trends and issues.• Performs qualitative and quantitative analyses to develop and evaluate annual vehicle acquisition methodology plan.• Prepares and presents findings, recommendations, and justifications to management for fleet allocation.National Fleet Program Leadership• Serves as PPQ Headquarters’ national point of contact for fleet coordination and management.• Acts as PPQ liaison to the Agency Fleet Manager for all fleet issues and reporting requirements.• Oversees PPQ’s national fleet of owned and leased vehicles and provides guidance on vehicle usage.• Chairs the Fleet Managers Cross Functional Working Group to ensure communication across CFAs.• Coordinates and completes PPQ’s Annual Vehicle Allocation Methodology (VAM) Plan.• Submits required fleet reports (A123 WEX certification, Home to Work, data calls).• Reviews motor vehicle incident reports and WEX exception reports.• Provides fleet performance reports to PPQ leadership and elevates high level issues.• Implements and ensures compliance with PPQ’s telematics program.• Oversees vehicle sales processes and resolves issues with GSA.• Stays current on fleet technology and USDA/APHIS policy changes; develops strategies for implementation.Compliance, Guidance & Issue Resolution• Provides guidance to employees on proper use and management of government vehicles.• Investigates and responds to vehicle misuse or misconduct claims.• Ensures accurate and timely submission of all vehicle acquisition paperwork.• Reconciles discrepancies and coordinates with the Agency Fleet Manager for processing.• Provides analysis and reporting for departmental and agency mandates (e.g., underutilized vehicles, FedFMS).Financial Oversight & Budget Management• Monitors, manages, administers, and reconciles PPQ’s budget cleared vehicle funds account.• Reviews monthly budget cleared reports and updates PPQ’s available funds spreadsheet.• Provides regional fleet managers with available fund information for vehicle purchases.• Reviews AD 700s for vehicle purchases and verifies funding accuracy.• Tracks obligated funds, assigns budget tracking codes, and provides documentation to RMS budget staff.• Investigates and resolves discrepancies in fund balances.• Manages funds ranging from hundreds of thousands to millions of dollars depending on vehicle sales.
