Position Summary

The Cybersecurity and Infrastructure Security Agency’s Stakeholder Engagement Division is seeking a transitioning service member for a SkillBridge opportunity supporting the Emergency Services Sector.

CISA serves as the Sector Risk Management Agency for the Emergency Services Sector, which is one of the 16 critical infrastructure sectors. The Emergency Services Sector has dependencies and interdependencies with multiple other critical infrastructure sectors and plays a key role in national preparedness, response, resilience, and continuity.

The SkillBridge participant will support CISA’s efforts to enhance the security, resilience, and reliability of the Nation’s cyber and physical infrastructure by assisting with administrative operations, communications management, meeting coordination, file management, process improvement, and planning support for the Emergency Services Sector.

This position is 100% remote. It is well suited for transitioning service members with administrative, operations, planning, communications, staff coordination, or process improvement experience.

SkillBridge is a training opportunity and is not a hiring authority. Participation does not guarantee federal employment, interview, selection, certification, or conversion.


Primary Duties and Responsibilities

The SkillBridge participant will support the Emergency Services Sector by assisting with duties such as:

  • Managing and organizing the Emergency Services Sector shared mailbox.

  • Supporting external communications for the Emergency Services Sector.

  • Drafting, reviewing, editing, and coordinating communications products.

  • Collaborating with ESS team members to improve internal and external communication processes.

  • Supporting continuous process improvement efforts related to shared mailbox management.

  • Streamlining communication processes, including distribution lists, automation, tracking, and routing practices.

  • Reviewing, editing, and updating the ESS Shared Mailbox Standard Operating Procedure.

  • Supporting file management improvement efforts across ESS records, folders, and shared workspaces.

  • Reviewing, editing, and updating the ESS File Management Standard Operating Procedure.

  • Organizing, arranging, promoting, and supporting ESS meetings.

  • Supporting meeting facilitation, including agenda development, logistics coordination, action item tracking, and follow-up.

  • Coordinating with contract support staff responsible for recording meeting minutes.

  • Tracking and documenting corrective actions identified during ESS meetings, engagements, and planning efforts.

  • Assisting with updates to plans, policies, procedures, requirements, and internal processes to address identified gaps.

  • Reviewing and refining support Memorandums of Agreement, Statements of Work, and related administrative documents.

  • Assisting staff with troubleshooting, identifying, documenting, and tracking administrative issues.

  • Supporting short- and long-range planning and development of plans and policies related to national critical infrastructure security and resilience priorities.

  • Development and maintenance of clear, repeatable administrative processes.

Prior Emergency Services Sector experience is not required. Candidates should be comfortable supporting administrative workflows, communications, planning efforts, and cross-functional coordination in a remote team environment.

The following experience is beneficial but not mandatory:

  • Experience managing a shared mailbox.

  • Experience improving distribution lists, routing processes, trackers, or communications workflows.

  • Experience supporting senior leader meetings, working groups, or stakeholder engagements.

  • Experience drafting or reviewing Memorandums of Agreement, Statements of Work, SOPs, or administrative policy documents.

  • Experience supporting emergency management, homeland security, public safety, or critical infrastructure missions.

  • Experience with process improvement, Lean Six Sigma, knowledge management, or records management practices.

Training Activities

The participant may complete or participate in the following training and development activities:

Critical Infrastructure Fundamentals

The participant will learn foundational concepts related to critical infrastructure, sector organization, risk analysis, dependencies and interdependencies, risk mitigation, lifelines, National Critical Functions, and the 16 critical infrastructure sectors.

Independent Research and Learning

The participant will review relevant strategic and policy documents to build understanding of CISA’s mission, the national critical infrastructure security and resilience framework, Emergency Services Sector priorities, sector-specific planning documents, cybersecurity frameworks, sector landscapes, and the national public-private partnership model.

On-the-Job Training

The participant will work with the Emergency Services Sector on real-world administrative and program support activities, including shared mailbox management, communications workflow improvement, meeting coordination, file management, SOP updates, action tracking, improvement planning, and staff support.

Candidates should:

  • Be an active-duty service member eligible for DoD SkillBridge participation.

  • Have command approval to participate.

  • Hold an active Secret clearance.

  • Be able to participate in a 100% remote SkillBridge opportunity.

  • Be able to communicate professionally with government personnel, contract support, and external stakeholders.

  • Be able to complete required onboarding, documentation, and security-related processes.

  • Be comfortable supporting administrative operations, communications, meetings, and process improvement tasks in a remote work environment.

  • Understand that participation in SkillBridge does not guarantee employment with CISA or DHS.
