Summary

CISA’s Office of the Chief Acquisition Executive is seeking two SkillBridge participants for Procurement Technician opportunities supporting the CISA Contracting Office. These roles provide exposure to federal procurement support, acquisition documentation, contract file maintenance, automated procurement systems, requisition tracking, contract administration support, reporting, customer coordination, and contract closeout activities.

This is a strong entry-level opportunity for transitioning service members interested in federal acquisition operations, procurement administration, contract support, business operations, data tracking, and mission support. The position is aligned to the GS-1106 Procurement Clerical and Technician Series with potential relevance to future GS-05/07/09 career-ladder hiring needs, subject to future vacancies, qualifications, HR review, and management decision.


About the Office

The CISA Contracting Office is responsible for procurement and administration of non-classified contracts and agreements for the Cybersecurity and Infrastructure Security Agency. The office supports CISA’s mission by helping ensure acquisition actions are properly documented, tracked, processed, administered, and closed out in accordance with applicable procurement, financial, records management, and internal control requirements.


Major Duties

SkillBridge participants may assist with duties such as:

Procurement Package Review and Support

  • Review procurement packages for completeness and accuracy.

  • Identify missing, inconsistent, or conflicting information in procurement documentation.

  • Coordinate with contracting personnel, program offices, budget staff, vendors, and other stakeholders to resolve routine discrepancies.

  • Prepare, verify, abstract, control, and process procurement documents such as requisitions, requirement packages, closeout documentation, and related records.

  • Maintain procurement and contract files in accordance with applicable procedures.

Contract Administration and Closeout Support

  • Assist with contract administration support activities, including documentation related to contractor performance, deliveries, invoice processing, receiving reports, funding status, modifications, and closeout requirements.

  • Support contract and purchase order closeout by verifying that supplies or services were received, invoices were processed, funds were reconciled, and required documentation is present.

  • Prepare closeout documentation for review and approval by appropriate contracting officials.

  • Track closeout actions and follow up with stakeholders to obtain required information.

Procurement Data Entry and System Maintenance

  • Enter, update, verify, and maintain procurement and contract information in procurement systems.

  • Ensure data entries are accurate, timely, and consistent with source documents.

  • Research system-generated reports, exception notices, and data quality issues.

  • Identify errors, omissions, duplicate entries, expired information, or conflicting documentation.

  • Correct routine data issues within delegated authority and elevate complex or policy-sensitive issues to appropriate personnel.

Tracking, Coordination, and Customer Support

  • Track requisitions, contracts, purchase orders, delivery orders, task orders, modifications, invoices, shipments, deliverables, and closeout actions.

  • Use automated systems, spreadsheets, reports, and manual files to monitor procurement status.

  • Provide status updates to contracting personnel, program offices, finance staff, vendors, and other stakeholders.

  • Respond to routine inquiries regarding procurement action status, required documentation, procurement forms, file requirements, and administrative procedures.

  • Provide technical assistance to program office personnel and other customers on routine procurement support requirements, routing procedures, and system processes.

Meetings, Training, and Administrative Support

  • Provide technical and administrative support for procurement-related meetings and training sessions.

  • Prepare agendas, read-ahead materials, training materials, procurement status reports, action item trackers, contract file documentation, slide decks, and other meeting materials.

  • Schedule sessions, send meeting invitations, coordinate attendance, compile presentation materials, and operate meeting media during sessions.

  • Record key discussion points, decisions, action items, suspense dates, and responsible parties.

  • Update procurement records and tracking systems based on meeting outcomes.

Data Calls, Reporting, and Process Improvement

  • Compile, review, and consolidate procurement data for recurring and ad hoc reports.

  • Support workload reports, status reports, procurement action summaries, file review results, closeout metrics, expiring contract lists, and acquisition-related tracking products.

  • Review data for obvious errors, inconsistencies, or missing information.

  • Assist with process improvement initiatives, procurement reviews, internal control assessments, templates, desk guides, tracking tools, and workflow improvements.


SkillBridge Training Objectives

During the SkillBridge period, participants should gain practical exposure to:

  • Federal procurement support processes.

  • Procurement documentation standards.

  • Contract file organization and maintenance.

  • Requisition and contract action tracking.

  • Contract administration and closeout support.

  • Procurement data entry and data quality review.

  • Coordination among contracting, program, budget, finance, vendor, and administrative stakeholders.

  • Acquisition workflow, routing, reporting, and internal controls.

  • Basic procurement-related customer support.

  • Development of tracking tools, desk guides, templates, and process documentation.


Desired Candidate Background

This opportunity may be a strong fit for transitioning service members with experience in one or more of the following areas:

Relevant Military Experience

No specific MOS, rating, or AFSC is required based on the provided curriculum. However, candidates may be competitive if their military experience includes procurement, supply, contracting support, logistics, resource management, administration, finance, operations tracking, program support, or data/reporting functions.

Potentially relevant military background may include, but is not limited to:

  • Contracting support.

  • Supply/logistics.

Conditions of Participation

Candidates must be eligible for and approved to participate in DoD SkillBridge. Participation is subject to DoD, command, and CISA requirements.

Participants may be required to:

  • Obtain command approval.

  • Complete required DHS/CISA training.

  • Use Government procurement, financial, records, and document management systems, if approved.

  • Maintain required system access credentials, if granted.

  • Safeguard procurement-sensitive, proprietary, source selection, personally identifiable, or other controlled information.
